This book is meant for all interested in human empowerment, the capability approach, land reform, and economic and social justice. Lawrence Daka weaves together these themes in light of Amartya Sen's groundbreaking philosophical informational basis - the capability approach. He builds on Sen's response to weaknesses of traditional economics and normative utilitarianism as evaluative disciplines and John Rawls' influential theory. By testing it with the Zimbabwe land reform, Daka judges that Sen's approach is not a fully adequate evaluation framework in light of increasing poverty, deprivation, and dehumanization, especially in the third world, because it reveals a strong individualist anthropology still operative in it. Instead of focusing on integral human beings, the approach is overly abstract, incomplete and inconsistent especially when applied to zones of deprivation. In order to achieve a better quality of life, human dignity, and an integral, comprehensive, community-oriented, and robust
anthropology in evaluating individual and social advantages and development, Daka proposes a human "empowerment" understanding of economic and social justice as a revision of Sen's approach.

Lawrence Daka is the Dean of Studies and Associate Professor of Philosophy at Arrupe College, Harare, Zimbabwe. He holds a PhD from Boston College, MA, USA, and several other degrees from universities in Africa and the USA. In 2006, he was the International
Visiting Fellow at College of the Holy Cross, MA, USA. He has published several articles.

In [the] spirit of making more visible the social teaching of the Church, the African Forum for Catholic Social Teaching (AFCAST) organised a workshop in Nairobi on “Constitutional Review and Human Dignity”. The workshop, like the others held in various capitals of the regions of Eastern and Southern Africa, was a follow-up to Ecclesia in Africa where Pope John Paul II demonstrated that part of the mission of the Church as the family of God is to serve “in flesh” the suffering humanity of Christ in the African people.

While this booklet is on constitution-making and review, it also illustrates how the Church has been struggling to become a place “where help is given and received, and at the same time, a place where people are also prepared to serve those who are in need of

“Prophetic Voices in the Church” was the topic of an AFCAST seminar held at Arrupe College in Harare, Zimbabwe, in November 2006. This seminar revealed that the church in the region has been taking courageous action for justice for many years. At the same time, it revealed that the church sometimes fails in its mission to society. This booklet brings together the papers presented at that seminar for wider dissemination and discussion. It is also meant to serve as a stimulus to individuals and churches in the region to search for creative and meaningful ways to put the social teachings into practice.

We also made the social gospel known through various other means such as publications, our website (www.afcast.org.zw), research, a set of guidelines for teaching Catholic Social Teaching, and our involvement in our individual countries in bringing the social teachings to bear on economic, social, political and cultural practices.

The claim put forward in this volume is that we have to avoid quick fix answers to complex questions. We are called to promote the skills of organizing mixed societies through the principles of dialogue, public conscience, and public reason. It is appropriate to concentrate on constructing systems of social order rather than dealing with symptoms of the problem.
